“The Kropyvnytskyi City Council of the eighth convocation approved its own Regulations.” Experts from the NGO “Territoryia Uspi” submitted their proposals for the draft decision. We managed to reach an understanding and the provisions on mandatory media accreditation were excluded and the procedure for attending the session by community members and guests was simplified. The only thing that remained in the regulations – Art. 25.p. 3 – remained the norm that “in exceptional cases, a draft decision of the city council, drawn up in the manner established by these Regulations, may be transferred to the management of the city council apparatus no later than one working day before the start of the plenary session, provided that this issue is agreed with the mayor (secretary of the city council).”
